JCQ regulations (Instructions for Conducting Examinations, section 1.3) require all 'written questions papers and any other confidential material distributed to centres in advance of the examinations' to be stored in 'a box within box'.

This 'box' refers to a secure room which contains a 'strong non-portable safe' or a 'non-portable security cabinet with a multi-point locking system'. The annual JCQ inspection service will check to ensure that schools/colleges are complying with these regulations relating to secure storage.
